Hawaiʻi County Invites Public to Comment on CDBG-MIT Action Plan Amendment
Proposed Change Would Fund Waikoloa Village Wildfire
Evacuation Traffic Study

The public is invited to comment on a proposed amendment to the County of Hawai‘i’s Community Development Block Grant Mitigation (CDBG-MIT) Action Plan that would support a Waikoloa Village Wildfire Evacuation Traffic Study.
The 30-day public comment period for the amendment will be held from March 31-April 30. A virtual public meeting will be held at 5 p.m. Wednesday, April 16 via Zoom: https://www.zoomgov.com/j/1612916125
To support the evacuation traffic study, the amendment would reallocate funding from a separate project to revise the County’s zoning and subdivision codes. That project is now fully funded through other sources.
The purpose of the evacuation traffic study includes:
- Assessing wildfire risks.
- Evaluating traffic patterns based on evacuation routes and vulnerable populations.
- Analyzing future growth impacts.
- Developing strategies for accessibility.
- Determining evacuation timing to aid first responders in emergencies.
Other amendments include updating the Flood Studies and Assessments program to focus on the North Kona district since studies proposed for Puna and South Kohala are proceeding with other funding sources.
The County received $6.862 million for hazard mitigation projects through the U.S. Department of Housing and Urban Development’s CDBG-MIT program.
